Let me restate the problem --

When I login to the web interface, then try to change "Preferences" I receive the following error

I was instructed to check the logs, and I found, "Could not login to Sieve server"

THAT's why I've looked at "Dovecot Master user/password" strategies.

*Am I looking at the right problem?*

I think I am, so the question comes down to Jean Raby's directions or some other directions.

Jean's didn't work for me, and I can't put my finger on "why" (probably not holding my head right)

thx, guys and gals for helping me think this through

HOWEVER, it appears the Sieve Server needs a "Master user/password"

Jean Raby gives directions for creating a separate file
"/etc/dovecot/master-users"

BUT --
Should it not be placed in the "protocol sieve" or "managesieve-login" sections
above?
No. Jean's instructions are correct.
