grep Zone /etc/sogo/sogo.conf
SOGoTimeZone = "America/Los_Angeles";

cat /etc/sysconfig/clock
# The time zone of the system is defined by the contents of
/etc/localtime.
# This file is only for evaluation by system-config-date, do not rely on
its
# contents elsewhere.
ZONE="America/Los Angeles"

Note that Centos uses spaces in the zone name in /etc/sysconfig/clock.
Sogo is picking up the timezone from /etc/sysconfig/clock, and
apparently ignoring the setting in /etc/sogo/sogo.conf
