I had similar issues in the past. The problem lies with Outlook. Outlook
is really bad when it comes to IMAP.
I work with Thunderbird and Outlook on the same mail account.
When I create an IMAP Folder in Thunderbird it is visible in Outlook.
When I create a IMAP Folder in Outlook sometimes and yes only sometimes
the changes are not propagated to the server. All the send and receive
do not synchronise the folder to the server.
The older Outlook version meaning 2003 and 2007 where better with IMAP
then the new ones.
