Yes, because SOGo does not know there is a Sieve rule, if it was not
created by SOGo itself.

No, there is no way around that, as SOGo does have no mean to find
existing Sieve rule files, nor can analyse those.
Only the ones it created itself are therefore known to SOGo.

Because of that, when creating Sieve scripts, it will overwrite already
existing ones.
