1) edit /etc/sogo/sogo.conf: SOGoPageTitle = "newtitle";
2) rm /var/lib/sogo/GNUstep/Defaults/sogod.plist
3) restart sogo

You only get the custom title when
SOGoUIxDebugEnabled = No;
is set in sogo.conf
