Depending on your Exchange version, please have a look at EMC -> Server Configuration -> Hub Transport. There you can define a receive connector. While running this wizard you can define an IP address (the one of your webmail.ucf.edu.cu) which is allowed for anonymous relaying. You can find several how-to's how to do this (also via Power Shell). After configuring this connector correctly sending mails from webmail.ucf.edu.cu to external recipients should work.
