Thanks a lot for the support here.
As Nikola described. the only way I was able to make the backup is adding
"location=s3:/"
I am using Solr 8.11. Doesn't matter if I create a folder within the
bucket. It doesn't work for me.

Here my final request which is the only one it works for me.

http://servername:8983/solr/admin/collections?action=BACKUP&name=personbackup&collection=person&repository=s3&location=s3:/

This request created a folder called personbackup. It actually creates a
folder with the name of the backup.

Just to confirm using role attached to a EC2 instace works as few people
mentioned before.
