Oh, I agree. I'm still trying to figure out what's going on with iptables.

In the meantime, I tried using wget ("wget localhost:8983") to talk to my local 
instance. It successfully returned a solr admin HTML response, which says 
"Connection to Solr lost". I suspect that has something to do with the status I 
see when I run "systemctl status solr", which is "active (exited)". What might 
cause that? I don't see anything obvious in any of the solr log files.

The log "iptables denied" is the clear reason why you are unable to
connect.
Maybe this IPtable rules doesn't have the right priority and some other
rule at higher priority is blocking the traffic.
