In solr-9.8.0/bin/solr.in.sh it says about SOLR_HOST:
# By default the start script uses "localhost"; override the hostname here
# for production SolrCloud environments to control the hostname exposed to
cluster state
I'd add for clarification the following statement:
# Note: Setting SOLR_HOST does not influence where the LISTEN gets
# created; for this see SOLR_JETTY_HOST below.
