Im using 3.0.. How do I get a hold of SURBLs ? Im still getting a lot of the vicodin and medicine spam mail :(

I would recommend to remove uri rulesets like bigevil and sare URI and use SURBLs instead, tht will help you to get rid of great deal of spams. If you are using older version of spamassassin like 2.63 then you will have to install the SpamCop URI plugin or else upgrade to Spamassassin 3.x.
