You could install a souped-up proxy server that keeps track of all content, 
including form submission.

You could install a keystroke logger to get their outgoing mail, and 
screen-to-video-file software to catch their incoming mail.

You could get in big trouble unless you get them to sign an agreement to this 
kind of thing.

All in all, I think your best realistic solution is to:
1) Get a real mail server (with SpamAssassin, of course ;)
2) Tell people that they are not to use webmail for official business use
3) Get a proxy server so you can monitor their internet use
