If you've got a NATed server, use trusted_networks. In fact, even if you don't have a natted server, you should consider setting trusted_networks. Without it, SA is making educated guesses, nothing more.
Given how many problems people seem to have with the "educated guesses", maybe this should be a required parameter that's left out of the default configuration file, to force people to manually set it before using SA.
