It won't work. .procmailrc does not override /etc/procmailrc, it is
processed *after* the global /etc/procmailrc.

Suggestion: divide classification and disposition into two different
rulesets.

They you can do something like (untested):

   INCLUDERC=/etc/procmail/sa_classify

   :0
   * !? test -s $HOME/deliver_spam
   {
      INCLUDERC=/etc/procmail/sa_quarantine
   }

...and let the user control it themselves by whether or not deliver_spam
exists in their home dir.
