Problem with a message that got through.

I have this in my local.cf
header MY_MNUMERIC_TO   To =~ /[EMAIL PROTECTED]/i
score           MY_MNUMERIC_TO  5.0
describe        MY_MNUMERIC_TO   All numeric address after M in To:
Despite that, the following message got through. The M in the regex is 
inside an i operator so that shouldn't be the problem.
