1. DCC was already made into a plugin for 3.1.
2. The DCC plugin was disabled by default for 3.1.
3. DCC is still usable by most people and can be enabled for access by
the SpamAssassin code relatively easily.
4. The end user/administrator needs to determine whether or not they can
install/use the DCC client per the license for DCC.
In short, users are responsible for making sure that they can use the software
they're installing.
