This is usually the result of not running a proper recursive local dns server. If you are using an ISP cache, or allowing your own cache to forward, then you share per IP limits with others. > Another solution would be to avoid running queries that don't mean > much. SA sends DNS queries as early a possible in parallel, so it can get on with local tests while waiting.
