tl;dr this is not a problem for SpamAssassin to fix. All outbound mail from anyone in your datacenter running a mail server will have to go out on port 25. If you are having spam problems you should be able to track exactly who is doing that and shut them down. Trying to filter out spam is not the solution as spam filtering is not perfect. Don't host spammers. If your datacenter is setup so that you cannot track the spammers down and kick them off, then you have far more serious problems.
