Indeed, there are not a lot of fresh bugs in a project as old as SpamAssassin. 
We do watch it and attend to what we can. There are also some open bugs which 
really are about improvements to SA, and not a lot developers with the free 
time to take those up. There are also some *hard* bugs which are encountered 
rarely enough that they are just lived with and *vague* bugs where we know 
there's something to be done, but no one has fiured out what exactly.

Bugs that are well-reported and relatively straightforward to fix (or document 
workarounds) get pretty quick response.
