Are there other DNSBLs in the default config that have query limits that are so low that a personal mail server with a few users (including mailinglist subscriptions) would hit the limits? My understanding is no, that Validity is an outlier. I see the 0 score in the distributed rules, so if I understood right and they are really disabled, that's mostly ok. Given how Validity has set unreasonably low limits for free users, I think it's time to entirely remove them and their customers can add them back, while random other people won't be querying them, or sending them data about incoming mail.
