Unfortunately, being a bad idea does not guarantee that some well meaning but not clearly thinking admin isn't going to dawn on the "brilliant" idea of doing this and implement it thinking he/she is going to help save the world from spam. (trivia: auto_report_threshold is still mentioned in the sql/README and ldap/README of SA 3.0.3. A leftover from the pre 2.30 days that still persists. )
