Check out the files in /usr/share/spamassassin (or wherever they fall in
your install).  All the rule definitions are in there; 'grep RULENAME
*.cf' is your friend.

This is probably a FAQ, but I bet it's asked more often by spammers than
by SA admins......

You can look at the default rule files, they have descriptions for each
rule.
Other than that, it's not really clear what you're looking for.
