Unforch JoAnne, they seem to be in the hands of the utilities here in 
WV I'm afraid.  They just gave the gas company a huge double digit 
rate increase, when the testimony indicated that they had a nice 
return on their investment now and were in no danger of losing money.  
I know, I was there and testified myself.  They gave them hell, and 
deadlines to fix a couple of 'accounting problems', but gave them the 
raise too.  My opinion isn't printable without a supply of handy fire 
extinguishers.
