By default the check for the rule is against the value 127.0.0.5,
so there is no penalty (TLDs which are invalid are marked with 127.0.0.7).
However, on my own servers, you get penalized .1 point (local rule).
Note, that ".de" was *almost* fixed about a month ago, but was completely
broken again last week.

P.S. The person who does most of the checking for rfci is himself German
and his email all goes through ".de" domains (and he does occasionally
respond on this list).
