Thanks, Theo. I tracked it down to an old rules file (20_dnsbl_tests.cf), which I've removed. Prior to 3.1 it didn't seem to be an issue having it around.

The HABEAS_VIOLATOR rule doesn't exist in 3.1.  It sounds like you have an old
config file, at least, somewhere.
