The "0" and "1" files are subsets of the larger rule files.  Take a look
at the SARE rules and read through the descriptions.  The "0" rules are
rules like "SARE_HTML0.cf" or "SARE_HEADER0.cf".

You can autolearn and manual learn from the beginning.  But until you
have at least 200 ham and 200 spam learned (manual or auto), the bayes
rules will not be operational.
