No! NEVER. You can't trust a received header to determine that it is internal if you haven't first trusted it.

ALL internal_networks MUST be in trusted_networks.

But not the obverse - all trusted_networks are NOT internal_networks.

There wouldn't be much point to having the two if they both contained each other now would there! :)
