To an extent you can do this. For instance www.rulesemporium.com releases a number of addon rules files that can be used with different version of SA. Be aware that the allowed rule types changes from release to release, so some rule sets have different versions for different releases. If you get the wrong one things won't work right, and may not work at all.

For the main rules files you basically can't do this. It would theoreticaly be possible, but it would take someone a lot of work to figure out what could be done and then do it. It is far easier to update the whole package, which will insure that all of the new rules in that package will work as they should.
