Verify that the DNS server is actually running on any hosts that you're looking to for DNS services. /etc/resolv.conf should list them. "Connection Refused" means there's nothing listening at the port you're trying to connect to. In this case, it smells like your DNS server isn't running, or your host is configured to get DNS services from a computer that isn't running a DNS server.
