If you modify the spec file it can, but generally speaking you can just grab the tools out of the tarball. IMO, the tools should end up in contrib since we don't actually support them.
How about adding a -contrib or -tools sub-package to the "official" spec file? If they're included in the tarball, then they should make it out to an RPM binary.
