In a normal install of SA, they are already loaded, they're just waiting for Net::DNS to be present. No additional configuration needed. Provided you're not starting SA "local only", and there's no "skip_rbl_checks 1" statement in your config files, the RBLs will start working on their own once SA gets restarted and Net::DNS is detected. If you want to find the rules, they should be in your /usr/share/spamassassin directory, along with all the other default rules your copy of SA is already using.
