Why are you exempting xmr3 from the uri blacklist?

If they allow their clients to send spam, I would want the blacklists to
check against them:
You will receive one additional e-mail message confirming your removal.

I really have a big PROBLEM with DOUBLE CONFIRMED OPT-OUT. Why we have
to opt out TWICE, when we never opted in even ONCE?

(I also noticed that for some reason, spamcop can't, or won't even file
a spam report with xmr3/messagelabs.)
