I assume a rule already exists for this but just in the remote chance 
it's not...

If the text with a URL in a hyperlink does not match the href, then the 
message should get more spam points.

For example,

HREF="http://StringA";>http://StringB</A>

if(StringA != StringB) { Add more spam points. }
