This means nothing: what is a "high volume"? Also, you normally use the "whois" command. Isn't it an "automated, electronic process"? They are to say: "If we like to ban you, don't scream!". These terms comes from early internet ages, when spammers were used to scavenge their data from whois records too. They were meant to "scare" people abusing this service.
