Well, that's consistent with what --add-to-blacklist does:

--add-to-blacklist
Add all email addresses, in the headers and body of the mail message read from STDIN, to the persistent address blacklist. Note that you must be running spamassassin or spamd with a persistent address list plugin enabled for this to work.
