Since set 0 sets a score of 0 for network rules, this isn't the best idea.
It's less about being inflexible and more about having scores optimized for
how SA is being used.

If you have a problem with this, you can always generate your own scores using
whatever set of rules you want to use and your own mails, and get a more
optimal experience.  :)
