SpamAssassin does content filtering only. The software interacting with SpamAssassin determines the action to take, i.e. whether to block or drop the email, etc.

If spamd is restarted while an email is being scanned, the software interacting with SpamAssassin will not get a negative or positive response. The software might defer mail delivery and retry later, hence causing a rescan.
