There is theoretical work done a few years back... Measured the amount of
'flesh tone' pixels

Didn't work all that well.  If you can't use a technical fix, use a human
one:  if in a commercial company, one or two good visits from HR in a
visable way, with two guards walking the offender out the door could work.

If a school, sanctions, suspension, or removal of internet use might work.
