There are some that still don't get the value of opensource... Go figure. In a down economy it makes even more sense... Many of my collegues in other districts are finally taking notice, then really liking the high quality of the software once they get their feet wet.
I cannot profess to be any kind of expert (see previous post today for an example) but we've been using as much OSS as we can justify for almost 10 years now.
