Sounds like a job for procmail to me. 


Put a procmail recipe in the target user that learns 
messages as ham or spam then bins them. If you're using spamd rather than 
vanilla spamassassin you may find it easier to set up if you use "spamc 
--ham/spam"
rather than sa_learn.
