The US FCC maintains a "do not email" list of domains of email/sms gateways, which might be a start. (Sorry, I'm on a plane and can't look up the URL just now.) Thing is, my cell phone submits messages via the same authenticated relays as my laptop, and that's increasingly more common than the fugly old gateway architecture.
