Because the existing lists only cover a small percentage of non-spam. For
example, DNSWL.org I believe covers by far the most, and all of its
ranks together (high, medium, low, and none) only cover 30% of non-spam
according to the latest SA network mass check.
re-inventing the wheel.
DCC commercial version does all that already, sorta. but DCC
automatically gauges 'bulk', and.. spamassassin --report sends the info
to DCC (if you have commercial version).
and SA 3.2.* has built in support for the results of the ip queries.
