hi, with the debug infos, do you see your module loaded?
A few hints: check permissions on the .pm itself, then check permissions of the user to write in this directory. You may want to try a call on the CLI with the flag --cf="loadplugin HitFreqsRuleTiming /etc/mail/spamassassin/HitFreqsRuleTiming.pm".
