RBLs, which there are some by default in SA unless your volume is too high or you disabled them, are ways of blocking spams different than content analysis. See http://en.wikipedia.org/wiki/RBL_%28Internet%29#History_of_DNSBLs

They are a crucial part of an effective system for blocking spam and you should research them more.

You might also research more rule sets. For example, I write one at www.pccc.com/downloads/SpamAssassin/contrib/KAM.cf which you can use at your own risk, etc. I, personally, think of SA as a project whose primary goal is to release code that allows a framework for combating spam. Our secondary goal is to release rules. Our third is to provide resources to block spam. These are my own personal approach because writing rules that are then judged outside of my environment is too large a hurdle for me to bother with when spam ebbs and flows too quickly.
