There's not a lot there for SA to work with.
The biggest issue is URIBL_BLOCKED. Your URIBL queries are being blocked,
likely because you're using an upstream DNS server whose volume exceeds
their free query limits.
I suggest you configure (if possible) a local caching recursive nameserver
on your MTA, and use that instead of any upstream or ISP nameserver.
