We strongly recommend that if you do write such a "long URI" rule you do not make it a "poison pill" (i.e. a high enough score to mark the message as spam all by itself).

The length of a URI *by itself* is not a reliable indicator of spam. There are very many *legitimate* newsletters and other managed-contact emails that use long URIs for (for example) allowing the user to manage their subscription settings or unsubscribe, and it is probably unreasonable to expect your users to whitelist all of the legitimate newsletters and such that they have knowingly subscribed to (unless your userbase is very small).
