It seems the meta rules are referencing CBJ_GiveMeABreak but it isn’t
defined anywhere in KAM.cf. How do folks ever trigger on it?
They don't in all likelihood. The CBJ rule was put into another file
because it wasn't authored by us and should have had something that made
it only apply locally but didn't. Someone likely noticed during a debug
or lint leading to the current discussion.
