no, it's the same as "co.uk" and on the same level as .at itself, meaning you and anybody else can register it by nic.at (the official registry for .at) or a approved registrar as his own, pernsonal domain

this rule is just plain wrong by it's intention

"www.co.at" is *one* domain called "www" below "co.at" but "www.yourname.co.at" is *completly* innocent
