That's somewhat along the lines of asking "why the owner of .com is
allowing all that spam from their domain?"

.co.at is like .co.uk and .com.br, the official "commercial entities"
subdomain within that country TLD.

Yep... was badly mislead by the fact that www.co.at has a web site which, at first sight, doesn't look really official (as nic.at)

whatever.. all clear now...
