You could probably send a message to [email protected] if you cannot access the Subversion server (as long as the error message clearly isn't something within the Subversion software). Derby's download page (https://db.apache.org/derby/derby_downloads.html) still seems to list releases so you should be able to get the latest release from there, if you don't need the full version history.
