Tacos now includes the Dojo TabContainer, which will do exactly what you want. It is stylable, but I can't offer advice on how to go about doing it, as I have never tried. I think you can actually specify a new templateCssPath to the dojo widget, and I doubt that our version of the tapestry component actually exposes that functionality, but it could be added almost trivially. You'll have to use a recent build from SVN to get the functionality, and if you want to make the one change that allows you to pass the templateCssPath to the dojo widget, I will happily commit it back to tacos for you. Otherwise, it will have to wait a couple of days until I get a chance to make the change and test it.
